The idea of the commune was effective, which at the same time meant that a lot of personal scores were settled. Every problem was local and resolved locally by the people themselves. At the same time there was interposed a layer between the people and the parties to the complaint. Judges became a state institution and therefore not of the people at all. This system has broken down so far that factions are forming.
