I would agree with you except that here on the mainland we have been subject to these rules for years and it is just an accepted fact that you can't discriminate on the basis of race.

Nonsense. The Supreme Court has ruled that schools can discriminate against whites and Asians and in favor of Blacks and Hispanics in College and Graduate School admissions.
