Part of this also has to do with the fact that in the past, the first semester of public school never quite ended before Christmas, so you had kids working on first semester material and then taking a two-week Christmas break, then coming back and having first-semester exams. It does make more sense to me to get the first semester done before Christmas, then start a new semester after the Christmas break.
