Heard a blurb on FOX news that there was some exercise going on (didn't hear where) about a simulated chemical release in a subway. Could this have been part of that exercise? I sure hope so, but I'm with ExSoldier. Something evil is on the way.

I don't think they were part of that. They weren't inside the subway area. They were outdoors at the rear entrance of Penn Station.
The simulated chemical release IIRC was to use a non-toxic gas and track its dispersal patterns within the subway system. I don't think that there was a security exercise associated with it.
