The National Intelligence Reform Act (signed into law last December) required a total of 10,000 new Border Patrol agents beginning with 2,000 agents in fiscal year 2006 and continuing at that yearly rate for 4 more years. The act also required 8,000 new detention beds for 2006.
Although the Senate fell short of funding the mandates that were part of the National Intelligence Reform Act, they did approve $31.8 billion to fund the Homeland Security Department for the fiscal year that begins Oct. 1. Among the bill's provisions:
