I don't agree.

I've filled out several surveys provided to me by GOP leadership in Washington. The main theme of the surveys - BORDER SECURITY.

Those surveys, (I get them repeatedly too) if by the RNC, are for Bush to scout out the strength of his Amnesty Plan opposition. And to test out what rhetoric to use to avoid tripping the wire of that resistance...while still going full speed ahead diplomatically and legislatively.

If they are by Delay's people, then they are simply to give him an issue to grandstand...and fund-raise with. Hence, he doesn't dare take decisive action to bring this to a head and get it over with. He needs to keep it as an issue.

Sorry to be so cynical, but that's the way it appears to me...
