If I read this correctly a winery employer would have to monitor how much sun his grap pickers get and supply them with sun screen when they reached their legal limit. Would this also mean that if an employee got sunburned he could sue his employer?

Is there a sun meter one can wear such as the badge a person who works with Xray or radiological equipment wears. I never heard of one. Why would any country join the EU and give up their sovereignty when they are faced with these crazy regulations

An x-ray badge wouldn't work in this situation. It's basically just a piece of film that they test for exposure. (At least that's what the dental office badges are made of.)
I have seen these adhesive patches that you apply to the skin when sunbathing. They change color, depending on how long you've been in the sun.
