I followed your link, and the only evidence of the men being spies is that: "New Zealand arrested the two men - Uri Kelman and Eli Cara - in March 2004, who it said were working on behalf of an Israeli intelligence agency."
"it said" - isn't it a little bit insufficient for big mouth conclusions?
Israel did apologize, but only for obviously unlawful actions of it's citizens.
Do you include American spies, anywhere in the world?
I've also read thousands of articles on the topic and tens of thousands of accusations similar to yours.
But I never encountered any plausible hypotheses on what benefit did Israel seek attacking an American warship (or that particular American warship).

I am not sure I know of a single Country that has caught, or alledged spying on behalf of an American, and they were NOT excuted? Many sentenced them to death, and then secretly traded them for a one of their spies.
In fact, I do not know of a single Country's laws that does not call for the excution of foreign spies, and at a time of war, America has always excuted foreign spies.
Not sure I agree with you on the U.S./Israel relationship. They need us more than we need them.
