"Moderate" today means taking every side and no side.

The hardcore RINOs are anti-Republican and anti-republic in their platform of open borders (not like state borders, Obies), government expansion, and lack of support for civilian groups like the Minuteman Project.

In the'50s many active Communists settled down and hid out in the Democrat party; now the Democrats are hiding out in the Republican Party.
