The illegal money is always a "loan." A "loan" that is never paid off.

I don't think this is bigger then anything Torch did. IMHO the biggesty issue is having him negotiate a contract for NJ (supposedly representing the tax payers) while she is representing the largest state worker local.

That doesn't make any sense at all. He could have just spent the money on his own campaign. What would be the point of funneling it through a union?
