There is a better way. Buy the cigarettes from a Internet site in a foreign country. If the site is registered to a company incorporated in, say, India, the state probably has no right to assess or collect taxes. The sale was made in India, not the state of Washington. The Indian corporation could tell the state that it has no jurisiction and simply refuse to comply with information requests. Even if the state filed suit in federal court it is doubtful they could make a foreign corporation comply. At least that is the argument that would be made in court of law.

Actually I have done that from a place in Switzerland - Duty free and I got a letter from the BATFE saying they have ceased my shipment's at an airport, New York city. Apparently they don't like non taxable tobacco coming into the USA either

There's yet another way here in the Evergr$$n State, buy your tobacco from the Casino-American's. I'm surprised they haven't put up sites to sell cheap non-taxed Casino-American cigs & fireworks. Probably considered more trouble than worth.

I used to just drive to Indian reservations across the state border once every 6 months and load up on cigarettes. Always paid cash and would drive back home with 20 cartons in a cooler in the trunk. Saved a bundle and didn't put any more tax money in the hands of Leftists.

But after 25 years of smoking, I got cancer followed by pneumonia and I quit.

I still miss smoking...every day. I suppose it's the price I pay for damn near annihilating my health of my own free will.
