If PVDS' approved the paperwork, etc. for Posner, it was on the orders of whoever he worked for in the gov't, not something he took it upon himself to do on his own. The Aruban gov't has looked the other way on casino licensing years before the VDS arrived on the island. As long as the $ rolls in, the construction continues to provide work to keep the natives quiet, and all the proper elected officials and their surrogates get their cut under the table, it's "one happy island."
