Why? None ken naught answer why, but for all the wonderous means the PUBLIC has of applying information to its own rescue and safety. Yet one at least comes to me mind -- that is for someone -- a roomie, a neighbor, a sidewalk passer by, were to see these containers in construction or storage through an open door, a window, and open car trunk, etc -- they would have a
chance, a chance, to know what they were about, and so to raise some proper alarm.
A million cameras -- millions and millions, at least, is the Public at large, once they understand the situation.
