Chicago columnist later explained the answer to the above question:
The corruption and shenanigans are so bad that they continue as if they were addictions, even with Fitzgerald's presence looming. Last week, for example, a secret list of witnesses gathered by Fitzgerald's people in a case against a patronage supervisor was faxed to City Hall, where it was put into public play, in violation of a court order. Oops, it was an accident, said the supervisor's attorney, a former prosecutor himself. Whatever. The effect still is the same on real and potential witnesses: An intimidating "We know who you are."

Chicago is a tough town. Fire fighters are still called scabs since they crossed the line during the last strike in the 80s. Memories run long. Lets see if some of these guys that got named have some cajones.
I still remember the guy that was our football coach in grade school. His day job was as a cop. He had a huge "Dump Daley" poster across the front of his house - must have been 15 feet long and 5 feet high - during the election season. This was back in the 70s days of the original Richard Daley.
