Not exactly. What the Constitution says is that if the President and VP candidates are from the same state, the electors from that state cannot vote for both of them. So in this case, the NY electors would have to vote for Hillary for Pres and someone other than Schumer for VP. This could cause a case where the President and VP were of different parties.
