I saw a documentary on some aspect of the WWII US Navy. Ships had a red toilet seat for use by those with STDs.
Maybe outfitting all the heads of a ship with those would make them happy?

I would suggest parking a few garbage ships off of San Fran....nothing but freaky garbage lives there anyway. It might also make the place smell better.
