Can somebody explain to me how this @ssclown has the authority to take dogs from the pound and drop them, inside their cages, into the water? And why he doesn't receive a comparable form of 'treatment'?That's what I'd like to know.

In his twisted heartless little mind he probably thought he was saving the tax payers money. He needs to be fired at the very least.

He doesn't have the authority to do so ~ in fact, Texas law says stray dogs and cats can only be euthanized by gassing them with carbon monoxide or injecting them with sodium pentobarbital at an animal shelter.
This employee blatantly broke the law! Charges should be filed!!

What a brutal thing. UGH. Despicable. Dogs are so very trusting, so very eager to please. Doing that to them is hideous. Against God's sovereign manifestation of what He created dogs to be. Anathema.
