The L5 concept would require gathering space resources in a location that is currently void of material. Launching that amount of material from earth would be way beyond expensive. A few asteroids or lunar material would do very well and would not be expensive.
The prohibition on private ownership of space resources would not cover anything launched from earth, that ownership would continue, but it would cover any celestial bodies such as lunar soil and asteroidal material.

Yes, that's right- I forgot about those various proposals to move lunar material via 'bucket slingshot' systems or elevators and such. This brings us back to land/property rights, doesn't it...
Remember those ads for lunar property? Where you could purchase land on the moon? That was all some wierd hoax, wasn't it?
