Well, once they come to the door and question, you have no choice at that point but to respond in some fashion. Even refusing to talk to them is a response in a sense.

And, at the risk of sounding paranoid, I think there is always some bureaucrat looking to make an example of someone by ruining their life as an object lesson to the rest of us.

Dean Koonz has written at least one novel along those lines. The power that bureaucrats could exercise to totally disrupt a citizen's life is nearly unlimited even if technically unconstitutional and certainly not in the spirit and intent of freedom and democracy.

We cannot escape being part of the system. Even anarchists are in the system while denying the system.
