This "Reverend" Phelps is a dirty Democrat trial lawyer, if I may be doubly redundant. It is a scam. Nobody goes to his "church" but his relatives, who are all in on the scam too.
This despicable family of grifters is on a mission to do two things: 1) discredit fundamentalist Christianity, and 2) be so deliberately provocative and inflammatory that they are attacked, thereby allowing them to sue the locality where the attack took place for failing to provide security. They have collected millions of dollars in this manner.

Most of the time, they are kept a considerable distance from the events they protest by local law enforcement, making it unlikely people who want to beat them up will do so.
Unfortunately, even if someone did kick Phelps' butt, there would be heck to pay. Phelps is a lawyer, and so are most members of his family.
