Officers who write tickets for BS reasons such as being on power trips, to make quotas, or because they are clueless on the laws they are supposed to enforce do not deserve any respect either. An apology is the least they can do.
I think it's below the least they can do, to the point of not being worth the effort. A reduction in pay, a written reprimand in the permanent personnel file, or (if they're incorrigible) an invitation to find another job are some of the options that come to mind for me.
