I soon found out why: As I got close enough, I found a woman sitting there with her top and bra undone, breasts completely exposed, nursing a girl no younger than 3.
Needless to say, I was completely disgusted by the sight. It was inappropriate, to say the least.

That's a pretty extreme anecdote. By and large, breast-feeding women are as discreet as possible and very few bystanders ever get a flash of exposed breast. Surely you know that.

We have way too many rules to enforce the important ones well.
But what point can you make with such an extreme example?
First, yes, this is offensive.
Second, what about the guy with the enormous, catsup and egg yolk spotted beard, who sits next to you at the shelter and, uh, farts? What are we to conclude? Males with facial hair are prohibited from using the shelter? We'll not issue passes to guys who pass gases?
People need to show normal consideration and try not to give egregious offense. And we all need to abstain from sweeping judgments like "no breast-feeding" or "no men with beards" or -- well, as regards farts, I suppose I treat it the way I do stinky FReeper posts: I just get up and stroll away---
