That is a market choice; why whould you want to make it part of the Federal code? It's not even really that. The locks are required to be sold with the guns in enough states already that it's easier for them just to package them with the guns. The built in locks are another matter. I've never used the one on my Witness, except to test that it works, and then to be sure it was OFF.
