In other words, "we will not protect you", just pretend to. Exactly. And let me translate further:
"More importantly," he continued, "I think that what this country is founded on is the belief that everybody is innocent until proven guilty and we should not go and profile based on ethnicity or gender or the color of your eyes or whatever.
"In other words, we will not go any deeper than a symbolism over substance effort in the war on terror in New York City, as long as I am mayor, until we see a few more of our citizens killed by terrorists".
Hopefully someday we'll start looking for terrorists in this country, instead of wasting billions of dollars looking for their instruments.

I think you landed upon a new fashion trend. Might be the newest fad at school this year: "Not a Bomb" printed on backpacks. I know, no one will laugh...at least not the school officials.But it would be OK with Blooming Idiot. Assuming he was quoted accurately.
