Actually, what is far fetched is that any terrorist group is going to get multiple nuclear devices into the United States, light them off and have them work. Incredibly far fetched. The response isn't. It is standing United States policy. One bomb on us, one bomb on you. If four cities got hit in the US, four cities somewhere in the world will cease to exist. The first will likely be a snap shot, likely be Mecca, and whatever else is hit will be determined later.

What is far more likely is that some terrorist group will get some dirty bombs (smoke detectors anyone?) and light them off somewhere and get shocked when there is virtually no reaction. And if they got their hands on actual, functioning nuclear weapons, they would light them off in Israel.
