Are they the enemy? Depends upon your definition of such. But, then again, isn't that what this debate is all about? Who is the enemy in this asymetrical war where we aren't quite sure who is friend or foe?

Consider the context of the original scenario, which postulated 20 or so nukes going off in the biggest American cities. Tens of millions dead, and millions more dying from radiation poisoning. Every person in the US would have had close friends and relatives among the dead.
