I "really" have to wonder about the mindset of people who would even consider for a second setting off nukes in our cities.

The problem with having a non-expert--your average terrorist-- transport weaponized material is that they would probably do something stupid like expose themselves to it without proper protection and die of radiation poisoning or accidentally set if off in the middle of the desert.
