The moral to this story is when the police tell you to stop then stop!!!!!!!! This guy was killed by his own stupidity. The 'shoot to kill' policy depends on whether the police suspect someone of being a suicide bomber, not on whether he's cooperating with them.

My guess is that an arms up, palms exposed stance while standing still would mean something different to British Police than jumping turnstiles and fleeing would.

Seems obvious they suspected him of something or else they wouldn't have asked him to stop. I fully support the action of the police here and this sort of action along with strict racial profiling will go a long way in stopping these animals.
