Apparently they were operating under the belief that the man was directly connected to the botched bombings the day before. He was wearing a heavily padded coat (which the police thought might have been concealing something) on a hot day and attempted to flee from the police when challenged, so it is not unreasonable that they wouldn't take any chances.

One more question? Was he in the country illegally? If so, he would be alive if would have stayed home in Brazil. It does not pay to break the law. If the police tell you to halt, your ass better halt or you suffer the consequences.
