So, basically, the AFLCIO is taking money from members all over the country to spend money on Chicago members. Do I have that right?

I don't think it will go to the members directly. The projects will all be developed and they get their piece. And someone has to approve the projects and they get their piece. And someone has to take credit for the project and they get their piece up front with the cameras.
Now I don't know how many places Daley or his brothers will be getting theirs, but I could guess.
