But the AGEIS Radar system has been in use since the Early 1980's on the Ticonderoga Class Cruisers of the US Navy. Later in 1992 the Arleigh Burke Class missle destroyers came on-line.. before Clinton got into office by the way..

So I am not so sure that He had anything to do with the SPY-1 Radar Array that is the heart of the system.

But like you all have been pointing out.. he did make it easier to have the Chinese gain our technology during his administration.. so I would imagine that anything is possible.
