Don't be surprised if these "plainclothes police" were actually SAS. You don't really want to muck around with them if they're cranky.
Also, "subdued" or not, there's only one way to really be sure that a homicide bomber can't set off his bomb.
1. The subject was already under suspicion of being involved in the most recent round of bombings.
2. He came out of a block wearing a bulky navy pea jacket...and it's mid-summer.
