Not likely. Iran's reformers are faced with a fundamental dilemma. To become more westernized is to become less Islamic. To become more Islamic is to become less westernized.
Even the most fervent westernized reformer cannot state this fundamental truth out loud because to want become less Islamic is something no one could admit to even if they wanted it. The truth is many Iranian reformers want their cake and eat it too.
They want anti Islamic westernized reforms while at the same time being seen as good and proper Muslims. It is impossible. Islam and westernized democratic government are incompatible.

The majority of Iranian people want a secular government, that is a fact!
And what you mentioned is called Conflict between Traditions and Modernity which exists in the Iranian society.
But what we are sure about is that Iranian people need to be freed in order to have a fair election and choose who they want as their next Government.
