I've been making the same arguement. Might include as how Kid Arkansas saw fit to send them the super computers to program all their new technology?
IIRC Slick had the nuclear labs, Sandea and Los Alamos, declare some super computers surplus and he sold them to the Chinese so cheap he basically gave them away.
