The reason is that the terrorist may not die with that first shot. If they aren't dead, they are still a threat. The quick second shot on target (double-tap) is practiced by every respectable police dep't/military unit that I can think of.

Hi there.

Just watched a story on Sky News on the "5 shots". They said that anti-terror police have been instructed to fire multiple shots to the head in the case of suspected suicuide bombers after instruction from the Israelies. They apparently have had several experiences were a suicuide bomber who has sustained headshots have still been able to set of his bomb.

Apparently, the five shots was according to practiced procedure.



BTW: Breaking news at the moment that a man has been arrested at Stockwell over Thursdays bombs.
