I really don't think so. Its obvious that the police can't take any chances under these circumstances and people really do understand that and any that don't are going to get very short shrift, believe me.
Hypothetically, if this guy did not have a bomb on him, you would have to be living in Fantasyland to think that the London papers are not going to plaster his mother and children and write sympathetic stories for a month about how this innocent was gunned down in cold blood by the cops. It allows the newspapers to do the three things they love the best, sell papers, act smug, and bash cops.
