I didn't know or even care who wrote it because it's nothing more than a gotcha document with a little "s" beside a paragraph. If things are still being done as they were many, many years ago, the 'S' designation on a paragraph indicates that something in the paragraph is classified Secret, not that everything in it is.
The highest classification in the paragraph attaches to the paragraph just as the highest classification contained anywhere in a document attaches to the document.

It may very well have been meant to be classified but just from what Novak has stated, there was at least one person inside the CIA talking about or at least confirming Wilson's wife. The memo seems to have made good talking points for some in the media but when all is said and done the questions have to be answered about who in the CIA was talking to reporters and who was on the receiving end of the CIA source? We know of Novak now is Miller another one? Did Cooper lie about Rove being the first to tell him? Coopers wife worked for the DNC and so did Wilson so did they ever exchange spouse stories? Now, there was way too much other circumstances that happened before this memo for anyone to say it was the "cause" of the "leak" such as Wilson talking to Kristof, Corn and probably Miller and a meeting between INR and CIA analyst in which Plame introduced her husband Wilson.
