I have lurked here and read about hundreds of good credible solutions, yet none as far as I know have ever been implemented. I am sure if you look back, you'll see many ideas and very good solutions.
The problem it seems, is that our government is not interested.

Gee, let me guess how this works.
I write down a logical solution to the problem.
You say it would never work because it has no support (I.e. from the president or the 'mainstream' republican policy, or it differs from what the bureaucrats want to do.)
Since it will "never work", the only solution is to support the 'solution' that the president supports. And that anything else is a waste of time.
Know how I know this?
It's what "dubya knows what he's doing on this!" crowed always does.
There, I just saved both of us about 15 minutes.
