I've long believed that streamlining the legal immigration route while genuinely enforcing the integrity of the border from illegal intrusion is the best "carrot and stick" solution.

I'm not holding my breath waiting for this two pronged approach to be implemented by Congress anytime soon though, because each half of the policy is too easily demagogued. Cracking down on the border will cause people to scream "We're being racist and anti-foreigner", while policies that make it easier for immigrants to legally come here and work result in the cries of "We're giving away jobs to foreigners that belong to Americans".

Some actual government LEADERSHIP that responsibly addresses this issue will certainly result in the gratitude of a huge segment of the voting public. (hint hint hint hint hint)
