As an HR person with the government for many years, I can say that this premise has been part of the guidance on sexual harassment for many years. The following are quotes from a 1992 FPMI Publication on Sexual Harassment:

"Submission to or rejection of such conduct by an individual is used as the basis for employment decisions...(i.e., Personnel decisions based at least in part on whether employees have cooperated with sexual initiatives)"

"Sexual harassment will be found where workplace activities of a sexual nature -- even though they may be welcome to the direct recipients -- result in a hostile, offensive or intimidating atmosphere or interfere with the work or performance of other employees.(i.e., creation of an offensive work environment in which employees are intimidated or believe they may be disadvantaged by the sexually oriented behavior of supervisors or other employees)"

I posted something similar during the Monica Lewinski scandal. Another FReeper posted: "Under this definition, Linda Tripp could claim sexual harassment."

Sorry, but I forgot the "sarcasm" tag in my post #17.

I do know the definition of sexual harassment because there is a large laminated poster on the wall by the time clock in my workplace that details all of the many things the federal government forbids us to do according to the "Civil Rights Act of 1964" section on sexual harassment.

The government really must not want us citizens to commit such acts because at the top of the poster it says "SEXUAL HARRASSMENT IS FORBIDDEN BY LAW!!!". Yes, it does have three exclamation points.

The point of my sarcasm was that while it's forbidden for us boob citizens to sexually harass our coworkers, the President of the United States (Bill Clinton) is allowed to:

-- Routinely call subordinates into his office and request blow jobs (secretaries and interns)

-- Reward those who comply with gifts and perks (Monica Lewinski among others)

-- Lie in court when sued by one of his victims (Paula Jones)

-- Use the power of his office to publicly trash those testifying against him (Paula Jones, Monica Lewinski, Linda Trip among others)

-- Commit other felonies like perjury, obstruction of justice, witness tampering, and evidence tampering in order to avoid liability in the lawsuit

The Senate decided to acquit President Clinton for these FELONIES and I assume the reason is because they look out for their friends in high places. But when lowly peasants do this they serve a jail sentence.
