Maybe the liberals are trying to lure them in as a group so they can levee a Sin Tax on them to pay for AIDs medical treatment. They've already done it to every other high risk behavior group. Fair is fair...
Or maybe they are luring them in as a group so that their definition of a "Sin" Tax can be leveed upon people that spend money on braces, tuition, children's healthcare, toys, school lunch, etc.
