Me neither... I think he's telling Specter that he wants hearings now, before the summer recess and the nomination out of his committee before the end of August.
I agree that is likely.
Bush will not want a lull. Very likely he is putting forth that he wishes hearings to begin in August.
I'm hoping he is very politely BITCH slapping him about his choice, either you support my choice or the Senate Majority leader will REPLACE you.
Unless the Senate decides to cut its recess short, Part 6 of Senate Rule XXXI provides that all nominations active before August 1 will be returned to the President on September 5.
The operative language is, "if the Senate shall adjourn or take a recess for more than thirty days, all nominations pending and not finally acted upon at the time of taking such adjournment or recess shall be returned by the Secretary to the President, and shall not again be considered unless they shall again be made to the Senate by the President."
The nominations that are out of committee are also returned to the President, as "out of committee" is not "finally acted upon." An alternative hinted at above is thatteh Senate cut its recess short of 31 days. That would have the side benefit of preserving the half-dozen circuit court nominations that are presently stalled in the Senate.
