Can't you have more than one sister city?
I know that Cincy has 3 sisters. Gifu Japan, Munich Germany, and Kharkov Ukraine. These programs are very active, and very sucessful in creating fraternal and business associations. Kissimee is to be congradulated and I hope emulated.
