Yup. Totally plausible. Even the perhaps unwitting bombers would WANT to believe their deciever. "Transport these explosives and meet the bomber here." 2 minutes before "here," the bomb goes off.

This fits in many ways: not caring about the surveillance videos, and the ringleader not worrying about being ID'ed by the bombers.
