I think the definition has shifted over the centuries. The Book uses 'good' to mean what we would now call 'perfect'. Now days, good means better than average...
In that context, yes, but the point is that man cannot be good enough to gain eternal life. He cannot earn a trip to heaven; only the shed blood of the Lord can do the job. All this good vs. evil is a sham intended to separate you from God.
