Actually, I think this can be possibly interpreted in another light. The Senate (including many Republicans) have been quite gung-ho to pass an amnesty - uh, sorry - guest worker program in line with the President's proposal. The failure to bring this plan up for discussion may reflect their realization that public support for this is very small. Perhaps the emails and withholding of donations to the party is having an effect. Also, this pushes off debate of any immigration bill closer to the midterms (assuming they'll get to it next year), in which case continued pressure should have an even more dramatic effect.

Your #38. You're right. The "reform" the're looking at are various forms of amnesty. All thats needed is just to rigorously enforce the laws already on the books.
