Well, maybe. But the standards are different.

Quayle was running for elected office. Starr's appointment would be an inside job.

To get a Supreme Court appointment, Starr would only need the "consent" of the Senate. If the Dems gave him the thumbs up (at Hillary's command), Starr would be a shoo-in. The Republicans would approve Starr out of sheer moral exhaustion and physical relief at being able to appoint someone without the usual eyeball-gouging match with the Dems.
