N. Korean Defector Calls on U.S. to Stand Tough

North Korean defector and Chosun Ilbo journalist Kang Chol-hwan called on U.S. leaders to reject any South Korean requests for aid to the Stalinist country. In an article for the Wall Street Journal titled "Give Us an 'Eclipse Policy,'" Kang said there were many signs that North Korea is faced with imminent regime collapse just as it was in 1998.

Kang said the food crisis was affecting even North Korea's ruling class, with reports that food rationing has been curtailed even in Pyongyang, and this was probably the reason the North asked Seoul for 500,000 tons of rice aid. He said leader Kim Jong-il's demise could come faster than expected, and a regime stripped of the outside aid that keeps it afloat would have hardly any time left to frighten the world with its nuclear ambitions. U.S. Secretary of State Condoleezza Rice must therefore firmly reject President Roh Moo-hyun's requests for aid to North Korea.

The North Korean regime survived the 1998 crisis in which 3 million people starved to death thanks to the Sunshine Policy of former South Korean president Kim Dae-jung, Kang said. Continued by President Roh, the policy ended in miserable failure, he added, urging Washington to make South Korean leaders realize this.

Kang, who as a child spent 10 years in a North Korean forced labor camp, said now was not the time to give into either Pyongyang’s blackmail or Seoul’s appeasement policy, nor was it time to aid to the North or engage in bilateral negotiations with it.

He expressed confidence U.S. President Bush's consistent criticism of Kim Jong-il and Bush’s empathy for the suffering people of North Korea would bear fruit, but warned any other approach would simply prolong the people’s pain. Kang recently met with Bush at the White House.
