What I wonder is, is it a crime to willingly 'out' an agent if you think they are covert but actually are not. This is why Wilson and Colling are in deep doo doo.
The statute contains a definition of "covert agent". If the person outed doesn't fit the definition, there's no violation. According to Wilson, Plame doesn't fit the definition.
