Rove has clearance? He's a political consultant, not an administration official.

I'd be very surprised if he had sufficient clearance to know the secret identities of covert agents. That seems extraordinarily unlikely.

Hi is, in fact, an administration official. He works in the Chief of Staff's office, I believe.
